Empower receivers? They can do anything they want now. They can pay
as much or as little attention to DMARC as they want, no matter how
much wishful thinking there might be on the senders' side.
If a receiver knows that a mail source is a real mailing list, the
only sensible thing to do is to whitelist the mail, and ignore DMARC,
ADSP, etc. Why would they do anything else? Real mailing lists send
mail that the users really want.
